In July 2025, following the completion of Atlantic City’s RX5 Cyber Crime Reduction Program (CCRP) Workforce Training, the Cybersecurity, Artificial Intelligence, and Semiconductor (CAIS) Think Tank was established. This initiative is a collaboration between the non-profit U.S. Humanitarian Aid Response Team CARES (U.S.-HART CARE), the Atlantic City Business Roundtable, and the Greater Atlantic City Chamber of Commerce. The Think Tank focuses on advancing Smart City technologies designed to strengthen cybersecurity, foster innovation, and help Atlantic City grow into a safer, more prosperous oceanfront community.

CYBERSECURITY
America has become increasingly dependent on digital technology to address global, national, and regional challenges, while cyberattacks are growing exponentially. In less than a generation, digital technology has transformed our daily lives. Yet, sophisticated malicious cyber actors and nation-states exploit vulnerabilities in our digital landscape to steal data and money. They are developing sophisticated capabilities to disrupt, destroy, or threaten the delivery of essential services.

Damage related to cybercrime is projected to hit $30 trillion annually by 2026. Defending against these attacks is essential to maintaining the national security of America. Cyber education and workforce development have not kept pace with the digital technology transformation. The demand for a cybersecurity workforce is growing and it must double insize to adequately protect our country’s critical assets.


ARTIFICIAL INTELLIGENCE

Artificial intelligence (AI) is a collection of technologies that enable computers to perform advanced tasks such as understanding language, analyzing data, making recommendations, and even recognizing images and speech.


AI is driving innovation across industries, creating value for both individuals and businesses. For example, optical character recognition (OCR) uses AI to extract text from images and documents, converting unstructured content into actionable data and unlocking powerful insights.


Looking ahead, AI is central to building smart cities, where it can optimize traffic flow, improve energy efficiency, strengthen cybersecurity, and enhance public safety. At the same time, the responsible use of AI—guided by transparency and ethical standards—is essential to ensuring trust and long-term success.

SEMICONDUCTORS
Semiconductors are the fundamental building blocks of virtually all modern electronics, acting as microscopic electronic switches and amplifiers within devices like computers, smartphones, and medical equipment. Empowering AI Innovation in Atlantic City, New Jersey

WHO WE ARE

James Whitehead, Chairman graduated from Ballou High School in Washington, D.C., joined the U.S. Navy and was honorably discharged 1978. Thereafter Mr. Whitehead worked for the anti-trust litigation law firm of Howrey and Simon, while continuing to participate several additional years as a U.S. Navy Reservists at Washington, D.C. Bolling Air Force Base. Between 1979 and 1984 Mr. Whitehead served in numerous U.S. House of Representatives and Senior Executive Service (SES) White House Appointments, with a primary focus on domestic and international business development, as well as Minority Business Enterprise (MBE) Congressional advocacy initiatives.

Prior to his SES appointments, Mr. Whitehead managed a variety of legislative and administrative activities for United States Congressman Frank Guarini (NJ-D) Jack Kemp (NY-R), Senator Phil Gramm (TX-R) and Senator John W. Warner (VA-R).  During 1981 through 1983 Mr. Whitehead served in various White House Schedule C and SES appointments for President Ronald Reagan as Special Assistant to the ACTION Agency Director Donna Alvarado at the nation's premier agency for civic engagement and volunteerism, and from 1984 through 1989 Mr. Whitehead served as a U.S. Department of Energy Office of International Affairs Schedule C appointee coordinating high level energy officials and diplomatic meetings and forums. From 1991 to 1993 Mr. Whitehead served as an SES appointee in President George H. W. Bush Administration as Deputy Director of the U.S. Department of Energy Office of Minority Economic Impact, where Mr. Whitehead directed and managed Secretary Admiral James Watkins $250 million-dollar Minority Banking Program to support the White House Rebuild LA disaster recovery after the 1992 riots. These funds were provided from the U.S. DOE Petroleum Violation Escrow Account and were not taxpayers’ dollars.

In 2012 Mr. Whitehead supported First Lady Mary Pat Christie post-Sandy hurricane disaster recovery volunteer endeavors in Atlantic City, NJ organizing bi-partisan Public Private Partnerships (P3) philanthropy which help provide homeless families access to emergency shelter, food, water, and clothes.  After receiving a September 2017 call from U.S. HUD Secretary Dr. Ben Carson’s office to help with Katrina and Irma-Maria hurricane emergency disaster recovery, which led to Mr. Whitehead founding the nonprofit US-Humanitarian Aid Response Team CARES (U.S.-HART CARES ) as a Private Sector Initiative P3 platform to allow private investment to expedite resilient humanitarian affordable emergency housing restoration, provide local diversity workforce training, and Safe Waste Solutions (SWS), with the highest priorities placed on maximum Accountability, Compliance, and Transparency (A.C.T.).

In 2019, Mr. Whitehead began working together with Trump Administration HUD Regional Director Lynne Patton and applied for Atlantic City to designated as an EnVision Center. In 2020, HUD Secretary Dr. Ben Carson designated U.S. HART CARES as the Atlantic City RX5 Cyber EnVision Center focused on providing Cybersecurity and Artificial Intelligence Workforce Training. On April 25, 2025, U.S. HART CARES will graduate its inaugural RX5 Cyber Guardians, with its sponsor Congressman Jeff Van Drew participation in the graduation program.


Horace Jones is the President of U.S. HART CARES. He has over 30 years of experience as a business executive in information technology, systems engineering, cybersecurity, and telecommunications, and brings a wealth of leadership experience, commitment and energy to the position. He has a proven track record of success fueling business growth based on ethics, vision, strategy, team building, customer relationship and mission
execution. He has worked at all levels and led business units in small and large, service and technology, companies across both commercial and federal markets. He has supported customers in Cybersecurity, Cloud Computing, Computer Network Operations, Enterprise IT, Information Operations, Satellite Communications, and Signal Intelligence.

Before joining U.S. HART CARES, Horace worked at Amazon Web Services where he served as Director of Business Development for Intelligence Programs. His experience includes support to United States Cyber Command (USCYBERCOM) in cyber mission operations. National Security Agency (NSA) in system engineering of Signal Intelligence and Cryptologic platforms; Defense Intelligence Agency (DIA) in All-Source analysis, and multiple Intelligence Community (IC) organizations in technology transition, technology insertion and product development.

He has lectured at the Naval Postgraduate School on Computer Network Defense and Non-Kinetic Information Operations. Horace holds a BS in Electrical Engineering from the Georgia Institute of Technology and an MS in Management from Rensselaer Polytechnic Institute.

Drawing on her residential roots, she now applies that same clarity and care to investors and developers. Whether guiding a small business through a lease negotiation or structuring a multimillion-dollar redevelopment, Teddi bridges the gap between financial rigor and human7 / 8connection. Her global network of investors, lenders, and partners ensures clients access opportunities others might overlook.

Rodney K. Rickenbach, Jr., Ph.D. is a Senior Information Technology executive with over 20 years of progressive leadership in public-sector technology, cybersecurity, and regulatory operations. Proven expertise in strategic planning, capital and operational budget management, vendor and contract oversight, IT governance, and inter-agency coordination. Recognized for driving innovation through the development of secure, scalable data platforms and IT infrastructure—delivering measurable improvements in service delivery, cost efficiency, and regulatory compliance. Skilled in managing cross-functional teams in hybrid work environments, leading enterprise-wide modernization efforts, and aligning IT initiatives with state architecture standards and performance goals. Adept at fostering staff development, mentoring high-performing teams, and overseeing enterprise procurement in accordance with state policies.
